Duties Description The Health System Specialist 1 EMC within the Bureau of EMS Standards and Licensure's Surveillance and Investigations Branch is responsible for conducting comprehensive on-site surveys, licensing and certification evaluations, and investigations of EMS providers and agencies. This role ensures compliance with established standards through detailed investigations and enforcement activities. The specialist gathers and reports factual information related to regulatory and licensing compliance, drafts and reviews various documentation, and offers recommendations consistent with findings and agency policies. Additionally, the role includes providing training and guidance to EMS provider and agency staff, managing public relations, and performing general administrative duties to support the division. Major duties include:On-Site Surveys and Evaluations (40%): Conducts on-site surveys by observing and evaluating EMS agencies against established standards; interviews staff and reviews records; and investigates incidents and complaints related to EMS services; Visits EMS agencies to review and inspect records, physical surroundings, and activities to determine compliance with EMS laws, rules, and regulations; Gathers program data required for EMS agency licensing decisions, through both on-site observation and review of written documents; Provide technical assistance and subject matter expertise to EMS agencies and organizations, helping them navigate applicable laws, rules, and regulations; Makes recommendations about licensing decisions.Investigations and Enforcement (30%): Performs a wide variety of enforcement, regulatory, and licensing investigative activities to gather information and report facts related to EMS providers and agencies; Reviews assigned cases or complaints from the public to determine the applicable section of EMS laws, rules, or regulations, and to identify the issues and types of information needed; Plans the scope and method of an investigation based on office policy, the accessibility of information, and the importance of the case within the EMS framework; Meets with and interviews witnesses, complainants, EMS agency operators, prospective licensees, and others to obtain information relating to the investigation or to determine eligibility or compliance with EMS standards; Takes statements from individuals in an appropriate format, ensuring to include a full description of the facts needed to support the investigation; Identifies and searches public and private documents to locate persons of interest in EMS cases, or may question others and follow leads to locate such persons; Reviews documents to extract pertinent information and verifies the validity of information obtained through comparison with other sources or consultation with EMS program staff; Obtains and safeguards evidence according to EMS division procedures and legal requirements; May testify at administrative proceedings or in court regarding the details of EMS investigations and related conclusions.Documentation and Reporting (20%): Drafts and reviews statements of deficiency, corrective action plans, investigative reports, survey reports, and other documents for higher-level review within the EMS division; Prepares factual written reports of information gathered during an EMS investigation; and may recommend an appropriate course of action consistent with findings and EMS division policy and practices; Database Management: Update databases, track license expirations, and provide timely notifications to affected agencies, ensuring continued compliance; Administration and Staff Services (10%): Collaborate with other sections and branches to schedule surveillance and investigation activities efficiently, ensuring that resources are optimally allocated; Assist in the development and implementation of policies and procedures related to the administration and operation of the unit, contributing to a well-structured and organized workflow; As assigned by supervisory personnel, be adaptable and ready to contribute to various tasks and responsibilities as needed.

Minimum Qualifications New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT Intermediate (AEMT-I) certification AND four years of administrative experience in an EMS program including work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.Substitution: EMS experience in an ambulance service, or advanced life support first response service, may be credited on a month-to-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.Preferred Qualifications: Certifications / Licenses: New York State DOH Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), Emergency Medical Technician Critical Care (EMT-CC), or Paramedic certification required; Incident Command System (ICS) certificates including: Introduction to the Incident Command System (ICS-100); Basic Incident Command System for Initial Response (ICS-200); Intermediate Incident Command System for Expanding Incidents (ICS-300); An Introduction to the National Incident Management System (IS-700); An Introduction to the National Response Framework (IS-800).Experience: Minimum of four (4) years of experience in emergency management, healthcare administration, or a related field, with significant experience in operations coordination or compliance within a healthcare or emergency response setting.Knowledge / Skills / Abilities: Comprehensive knowledge of EMS laws, rules, and regulations; Strong analytical and investigative skills with the ability to gather, evaluate, and report information accurately; Excellent communication and coordination skills to effectively manage interactions with a diverse array of internal and external stakeholders, including healthcare facilities, emergency responders, and public safety agencies; Proficiency in using data management systems and Microsoft Office Suite; Ability to conduct detailed on-site surveys and evaluations; Strong organizational skills with the ability to manage multiple tasks and projects effectively; Strong public relations skills to effectively communicate findings and provide training.

Additional Comments Health Emergency Management Statement: All Division of State Emergency Medical Services staff are expected to participate in emergency management activities as part of their roles. While not all positions require regular deployment to disaster sites, all employees may be subject to 24/7 recall for emergency operations. This may involve irregular work hours, duties outside of the official position description, and assignments at locations other than the designated duty station. Travel in support of emergency operations may be extensive (lasting from days to weeks), with little advance notice, and may involve relocation to sites with physically demanding and challenging operational conditions.This posting will be used to fill multiple vacancies in Albany, Buffalo, Hornell, New Rochelle, New York City, Syracuse, and Watertown.This position is part of the NYS HELPS program.
